Thanks for your bug report. Could you check whether the workaround given
in Bug #363664 speeds up your login?
1. Go to Xfc4 Settings Manager-Keyboard-Layout
2. Click 'Use system defaults'

Xubuntu 9.04 takes
Hm, at the moment the problem has gotten worse. I cannot login anymore, after
2:30 min I can see my dekstop wallpaper, but no panels, and it doesn't seem to
revocer.
Starting a top in a console as soon as I loged in in the gdm session shows
that about 10 xfwm4 processes are spawned, and shortly

OK, after another bug search I found a workaround. I am back down to 15 sec
login time now.
