Thanks for helping with this bug. Fix released indicates that the bug
has been fixed in the latest development release of Ubuntu [1]. To
target for an SRU, you can target for release (as lunch did above).
However, this bug is not eligible for SRU since it is not a security

On Scott's suggestion, I downloaded karmic (alpha 2) and am currently testing.
This problem seems to have been fixed, LCD brightness works perfectly for me.

On Ubuntu 9.04, lowering the brightness works fine, but increasing the
brightness does not work. I can't handle it from the gnome-power-manager, nor
from the brightness-applet. The brightness control always comes back to a low
value.
