Your right it isn't in the repository, you should ask a MOTU to include it in
the repository for the next ubuntu release.
Changing the https://help.ubuntu.com/community/OpenWebMail page should fix the
problem with ubuntu's documentation.

Connor, I was unable to find a needs-packaging bug for openwebmail. As a
result, I created one myself (LP Bug #371377). Feature Freeze for karmic
is not until August 27th
(https://wiki.ubuntu.com/KarmicReleaseSchedule). Therefore, if someone
is interested in packaging this, there is still plenty
