sudo chmod 755 /
to fix the permissions on /
and then restart samba (or just reboot).

It is not a question of sharing /. ufw detected wrong file system permissions
(/ being world-writable) which should be fixed. If file permissions are all
screwed up, it might explain the errors you're getting at samba startup (error
opening config file). In doubt, give us the output
