I'm sorry, my last message was a bit terse. Here's a better
explanation.
We cannot use libvde2 to build kvm because libvde2 is in universe, kvm
is in main, and packages in main must have all build dependencies also
in main.
Now, under some circumstances, you could request a promotion of libvde2
The vde library is in universe, whereas kvm is in main. We cannot use
universe packages to build packages in main. Sorry.
