Public bug reported: In system menu it's easy to make difference between administration and preference tools. It's not case in control-center whereas it's very useful on computer with more of one user. It's easy for main user to say to less experimented user "you can use preference tools as you need and don't care about admin tools". With control center, unexperienced user can't make difference and will not understand why sometimes they need a password and other times not.
