I've run into the same problem, also hanging in mlock.
I'm trying to upgrade to Karmic...
I ran
gpg --verbose --debug-all --status-fd 1 --list-packets --no-default-
keyring --ignore-time-conflict --keyring /etc/apt/trusted.gpg --verify
/tmp/tmpF3xNHa/karmic.tar.gz.gpg
Setting to Incomplete then for the moment. If you observe the problem
again, please set this back to New and provide the requested
information.

Can you run gpg with --verbose --debug-all --status-fd 1? Maybe also
add the output using --list-packets.
