This has been completely resolved for me in Karmic on both machines.
Functionality has not only returned but is vastly improvedexcepting
that it doesn't seem to want to remember my discoverability/friendly
name across reboots.

I can confirm this same behaviour. I've had this since Intrepid on two
machines. One is a Dell Inspiron 1505 and the other is a home built PC
with a Belkin bluetooth dongle.
