Pulse doesn't handle these events; it's up to g-s-d, configured by the
old System> Preferences> Sound> Default mixer tracks control center

If you get the notifications for the volume buttons, then the keymap is
correct (which moved to udev-extras). If the sound levels don't actually
change, this could be in a range of programs (gnome-settings-daemon or
pulseaudio), but I don't know how to debug that. Tentatively assigning
to pulse.
