Webmin is a web-based interface for system administration for Unix.
Using any modern web browser, you can setup user accounts, Apache, DNS,
file sharing and much more. Webmin removes the need to manually edit
Unix configuration files like /etc/passwd, and lets you manage a system
from the console or remotely. See the standard modules page for a list
of all the functions built into Webmin, or check out the screenshots.

Webmin is under active development, officially supports ubuntu and is marked as 
"5 production/stable" on sourceforge.
It is licensed under the BSD license.

I know there where issues once, that webmin required the root user to
have a password, but since a few years these problem is solved, as a
sudo-enabled user (as is the default on ubuntu) s sufficient.

The original package developere is offering a ready to use deb-package
which could be installed with dpkg (without the need to manually install
prerequisites, etc.)

I'm requesting this package to be added to the universe repositories, as
it's a very handy and quite common administration tool which runs on
ubuntu without any compications and IMHO poses no additional security
risks.
