The acpi-support package is not involved with the screen locking policy;
this would seem to be a screensaver issue. You don't mention whether
you're using Ubuntu or another variant, so assuming gnome-screensaver.

Just retested this bug on everything dist-upgraded, and it is still
valid. I am using Ubuntu (also see DistroRelease).
$ gconftool-2 -R /apps/gnome-power-manager/lock
hibernate = true
suspend = true
gnome_keyring_hibernate = true
blank_screen = false
