Yes, I think that's the right thing to do here; I didn't accept this as
a default in Debian pam and won't accept it in Ubuntu either ;)

There was a good discussion about this in Debian:

They solved it by shipping a piece of configuration for the
/etc/security/limits.d/ directory with jackd.
This seems like a reasonable route to go, as most users who care about
realtime au
