This has been fixed a while ago, and is currently working with Empathy
2.30.2.

I have had the same problem now for a few weeks. Even after my upgrade
to 9.10 this still occurs.
Some days I just don't get notified of new chats from GTalk. Other days
it works fine.
My empathy verison is: 2.28.1

I also have gtalk and I can sign in and send people messages but can
never receive them. This happens on all my machines and over reinstalls
so I am led to believe that it's something with my gtalk account and
empathy.
