That would not happen in 12.04 and probably since 10.04 -- we use DBus
activation to start wpasupplicant, so it's only started if some
application tried to talk to it.
Closing as Fix Released, though we don't know what the current status
may be on the release for which this bug was initially
I suppose this is due to the network-manager package.
