Yes, the problem persists. Even if I switch off the "enable actions"
option, it gets re-enabled when I logout and login again.
I attached my ~/.kde/share/config/klipperrc.

Unless I am doing something wrong, I am unable to reproduce this issue.
Does this still occur for you, and if so, could you be a bit more
precise on how to reproduce it, or any settings with Klipper you may
