Public bug reported:

There are currently two places in which one can set the controlled mixer
tracks:

1. System->Preferences->Sound. This sets which tracks are controlled by volume 
hotkeys.
2. Volume control applet preferences. This sets which tracks are controlled by 
the volume slider.

This is extremely confusing, because when I set the volume control to control 
both master and headphones, the hotkeys still control only the master channel.
Observed on current Ubuntu Jaunty with -proposed enabled.

Expected behavior: this setting should be shared, e.g. setting it in one
place should update it in another.
