GNome user docs are translated upstream by gnome-fr team. It seems to be

The French translation of the GNOME User Guide has been committed for the
2.26.1 release. Unfortunately, I doubt Ubuntu will update the package just to
follow translations.
Of course, you're welcome to help translating in the upstream project so as it
will be completely translated for the next
