Yes, seems to be related to bug 362880 there's a couple of duplicates on
the upstream report with this same behavior, marking it as duplicate,

I'm sure this is related to #362880 and #263637.
GNOME Terminal chdirs to the working directory of the current shell job
instead of the working directory of the shell itself.

- open gnome-terminal (note you are in your home directory)
- execute sudo echo
- don't insert the password
- file->open tab (sudo is still waiting for your password, so it's
still running)
- you are now in /
