gnome-power-preferences > On UPS Power tab.

"Put computer to sleep when inactive for:" slider will not go lower than
26 minutes.

I can tell it's tied into the screensaver idle time. This may be
appropriate for a laptop, but is grossly incorrect for a desktop using a
battery backup. If I have a power outage, my screensaver settings should
go out the window.

When on UPS power, sleep inactivity should not be tied to screensaver
idle time.
