NetworkManager just marks the interface down when wireless is disabled.
It's up to the driver to do the right thing with regards to powering off
the radio, LED, etc...
If it's a legacy driver, there's not much hope that this will get fixed.
If it's a newer mac80211-based driver, this should work
1. it's a pitty that upstream won't add this feature, but as you said,
we can't do much about it here.
2. I agree that the power savings are minimal, but when I disable a
wireless adapter, I always expect it to disable its radio and LEDs, too,

1. Wireless connection stays active when a wired connection is made.
