Fair enough. I didn't realise when I posted that I was missing system
and user sounds. I do repeat, however, that this is a confusing
situation for users.

Those setting don't come from the softwares, the sounds are an user
setting coming from the control-center, the login "drum" comes from gdm
and are a system setting, not an user one. I'm closing the bug since
that's not a bug. Feel free to argue upstream if you think the design
should be modified,
I have "fixed" this. The sound in question can be turned off under Login
Window Preferences > Accessibility > Sounds > Login Screen Ready.
I realise now that this is because these sounds are system-wide and not
a user preference. This is *not*, however, an intuitive place to find
the setting.
