Public bug reported:

In my system there are no sound devices. When I insert an USB headphone
and try to set the volume with the mixer applet it gives an error
message saying that there are no sound devices.

Steps to reproduce:
- blacklist your built-in sound devices, so that you have zero sound devices
- boot and log in
- insert the USB phone
- click on mixer applet
- an error message appears

What should have hapened ? No error message should have appeared and the
volume slider should have appeared. Apparently, the fix for #77263
because I have gnome-applet 2.26.1-0ubuntu1 listed as installed in
synaptic.

This is a papercut.
