implemented. Suppose you have a laptop with a worthless built-in Wi-Fi
card. You want to disable it so that you can use another device, but NM
re-enables it on every boot (... ... and then insists on routing traffic

this is a wishlist bug; NM currently does not save the wireless/network
enabled/disabled state over boots. Its not sure that NM wants to do
that in the future. Turning off wireless/network is considered a
temporary measure that should not be preserved after boot.
