does indeed appear above other windows as expected, but it does not grab
focus -- which means that pressing Ctrl-Q to quit Empathy quits

It's not really fixed, it has always raised the window sometimes. But I
think more often than not it doesn't. Not sure if a fix for this will
ever land in Karmic, but we will surely fix it before Lucid.

I don't think it was fixed. I still have it with empathy 2.28.1.
Here is a video showing the current behaviour in fully up-to-date
karmic.
