Public bug reported:

1] Hold Alt+Mouse1|2|3|etc. (To move or resize window - not to open app menu.)
2] While moving/resizing window (with or without letting go of Alt) hit F1 (or 
Alt-F1 if you let go).
3] Notice Applications menu option is highlighted but the menu does not come 
down.
4] Stop moving/resizing window.
5] Hit Alt-F1.

Expect: Menu should come up.
Happens instead: Menu does not come up.

Clicking on the desktop or on the window that was moved does not fix the
menu. To use the menu shortcut again (and remove the highlight), you
have to hover the mouse over it (pulling down the menu) and click off,
or switch to a second open window, or open a new window. Normal Alt-F1
functionality is then restored.

Two shortcuts should not be able to be activated at the same time
(according to numerous 'invalid' bugs); however, for some reason this
one is allowed and causes the menu to temporarily "break".
