It is opened with gdebi-kde by default if you have it installed. (At least in
Intrepid)
That being said, Ark still shouldn't advertise support for .debs if it really
doesn't.

Someone please report this to KDE on http://bugs.kde.org
If ark can't handle deb properly it shouldn't list it as supported
mimetype in it's desktop file. - in KDE 4 it doesn't even show an error
message, it just refuses to show anything.

But it still exists in Dapper. Ark can open deb files with File>Open and
Ctrl-O, but not by clicking on them in Konqueror. The Open File toolbar
icon in Ark also fails to open a deb the first time, but not the next
time you try.
