It seems to be usplash issue.
# sudo apt-get remove usplash
or
remove it in /boot/grub/menu.lst file ('quiet splash' option after
kernel name)
Solves the problem permanently.

I started to have the same problem when switched from Broadcom to Intel
4965agn WiFi card.
Seems to be an compatibility issue with the 2.6.28-13-generic kernel
and/or Intel iwlan driver.

Seems to be an issue with the 2.6.28-13-generic kernel. Tested 2.6.30
and Jaunty was able to shut down without issue.

Attaching another screenshot, showing the end snippet of what I think is
a kernel message?
This is the screen I get if I hinder usplash from showing up by pressing
Ctrl+Alt+F7. It just stays there until I force halt.

The bug seems to lie in wireless. Flip the wireless radio kill switch
before halting/rebooting and it works fine.
