As noted in the documentation what you are changing is the background
color for the entire paragraph, so it is working as expected. Please
file a bug at
http://qa.openoffice.org/issue_handling/pre_submission.html if you would
like them to change the behavior to something other than the current

Whenever I want to set the selected text to a certain background color,
not the selected text, but the whole paragraph is set to that color.
