I'm not sure what put an install-info in '/usr/local/bin/install-info'.
It'd be interesting to know the output of 'dpkg -S /usr/local/bin
/install-info'. If your $PATH variable is standard it'll look like:
/usr/local/sbin:/usr/local/bin:/usr/sbin:/usr/bin:/sbin:/bin:/usr/bin/X11:/usr/games

(nothing abnormal for this one)
I did $ sudo ln -s /usr/sbin/install-info

There seems to be no more problems. After the update, everything seems to be
fine.
When I run apt-get upgrade, there is no shown message.
$ install-info --version
Debian install-info version 1.14.20ubuntu1.
Copyright (C) 1994,1995 Ian Jackson.
This is free software; see the GNU General Public
However, this symlink should have automatically been created, or the
install-info version should have been Debian's one, and not GNU's one,
causing clear compatibility problems.

Some software that you installed put an install-info script in
'/usr/local/bin' which created this issue. However, partially to avoid
issues like this Debian is removing the 'install-info' script with dpkg
and there will only be the GNU one.
