To fix this bug, comment (or remove) line 467 of /usr/lib/python2.6
/dist-packages/UpdateManager/UpdateManager.py. This way:
self.notebook_details.set_sensitive(False)
self.treeview_update.set_sensitive(False)
self.button_install.set_sensitive(False)
In the head (1467) revision of update-manager
(http://bazaar.launchpad.net/~ubuntu-core-dev/update-
manager/main/annotate/head%3A/UpdateManager/UpdateManager.py), this is
line number 464.

Here is a 'bzr diff' patch on head revision (1467) for this bug.
I've also restored use of the 'set_markup()' function for
'self.label_downsize' in order to permit rich text formatting.
