Public bug reported:

The icon for switch users or shutdown (fusa applet) in Intrepid should
show a consistent icon - the red and white "on off switch".

Sometimes it's a green circle, sometimes it's a red triangle.

When I want to shutdown or restart my computer, I should be able to
quickly spot the icon to do this, not have to make a mapping in my mind
of "ah, yes, green circle means restart, at the moment, or red triangle
means restart at the moment, or sometimes, it's the familiar on/off
switch icon.

The icon should stay the same so it is easy to find. This is a usability
defect.
