Actually, what you're seeing is GTK2 and QT having recently acquired
printing management facilities. Their option to print to PDF directly
produces the files without the need for CUPS.

I am running Ubuntu 9.04; however, I believe this problem occurred prior
to a re-install. Since then, I have had no need to install it, as the
functionality is built-in to cups by printing to a file and selecting
PDF as the 'Output format'. This entire package seems to be a
