I'm also experiencing this bug, but it does not seem to be limited to gtk
programs, Konsole is also affected.
I am unable to give you steps to reproduce the bug, though it keeps happening.
The bug occurs under both KDE and XFCE.
SCIM/SKIM seems to be involved, as killing it after this bug occurre

I'm using default Chineze (zh_TW) settings in Ubuntu.
Input Method: SCIM
Window Manager: metacity
I can provide other information if it is helpful.

the default installation that could be doing that? what window manager
do you use, metacity or did you change for compiz or something else?

I also noted that when one "gnome terminal" window stops to response to
key events, all other "gnome terminal" windows are also affected, during
which time, launching any new instance of "gnome terminal" does not
solve the problem unless all exinsing "gnome terminal" windows are
closed.

When Nautilus is not accepting keyboard events, xev gets keyboard events
successfully.
