And again. Today I have shut down and started the computer later today.
Bars have vanished.
Why is it so difficult to fix the bug by ensuring that the the bars are
already loaded?

The bug has appeared again some days ago. The bug seems to have "come
over night". I had normally shutdown the system and the next day after
booting the panels were missing. Entering "xfce4-panel &" has restored
the panels again.

It could be that the other user somehow saved his session with his
panels disappeared but didn't save it every time he restored the panels.
Unfortunately the bug is from 2006 so I don't think asking is going to
provide the answer, so I'm still not sure what to do here.

Not sure. The user in bug 53897 says "I must launch "xfce4-panel" every
time I start Xubuntu."
But I only had to enter this command once.

I can't see another confirmed bug report about this so I'm going to mark
this as confirmed and see what the devs say, as I don't know what to do
with it either.
