I believe this is not a NM bug, it happens in Jaunty also. The problem
is pppoeconf putting eth0 stanzas into /etc/network/interfaces.
NetworkManager does not manage the interfaces configured through
/etc/network/interfaces by design.
Maybe this could be turned in a feature request for NM, such as
