Please dont change the behaviour of instantaneous change when clicking
on the wallpaper and even if u still introduce a delay make it not more
than 1 sec so that we never even realize a delay exists.
if the concern is that current wallpaper is lost then maybe a apply
changes button could be
I really doubt this behavior will change as it's part of the GNOME's
philosophy that all changes should be instantaneous without an apply
button.
