I suppose this was a broken link to /etc/phpphadmin/
Anyways, this should not occur anymore since 5.1-1.1 where the
configuration is enabled in a totally new way, for apache2.4.

Is it possible that the file /etc/apache2/conf.d/phppgadmin is missing
from the phppgadmin package, or is non-readable or a broken symlink?
That seems more likely than Webmin being the cause ..

I was reinstall system totally now...
If I right remember - webmin was installed just before phppgadmin.

I'm the developer of Webmin - could you tell me exactly how it caused
this problem?
Generally it doesn't touch Apache Include directives at all ..
