Binary package hint: ubuntu-docs

When too many requests are sent to the Community Docs, the user is
greeted with the following error:

Warning:
You triggered the wiki's surge protection by doing too many requests in a short 
time.
Please make a short break reading the stuff you already got.
When you restart doing requests AFTER that, slow down or you might get locked 
out for a longer time!

In cases like accessing IconsPage -
https://help.ubuntu.com/community/IconsPage - the surge protection can
trip and prevent users from being able to view all the icons on the
page.  The behavior here is that some icons simply don't show (like
those at the bottom), but if you right click and View Image on one that
didn't show, you will get the above error.  If all icons show on your
first visit to the page, try refreshing, and you will probably trip the
surge protection.

This is extremely frustrating when doing work on the Community Docs,
then getting locked out for 10 or 15 minutes.
