Ubuntu Karmic Koala alpha3

After specifying a UK keyboard during installation, the keyboard mapping
on the TTY consoles is wrong. It appears to be mainly a US keyboard
layout, but shift-2 and shift-3 don't seem to work at all. As it
happens, this prevented me from logging in using a tty because of the
password chosen during install.

No such problem with the Gnome terminal keyboard layout which appears to
be perfect - just the TTY console layout.

It may be significant that the installer crashes during the GRUB install
and so doesn't complete fully - I'm not sure at what point the TTY
keyboard layout gets cocnfigured.
