I'm Belgian too and never had this problem on x86, probably only happens
on PPC.
Since you can't follow up on the issue and nobody has confirmed this
problem we are closing this bug report. However, please reopen it if you
can give us the missing information and don't hesitate to submit bug
report
This bug also applies to Holland. Feisty defaults for Dutch to use
'dutch keyboard layout'. But the only computers I've ever seen with that
layout were Commondore's.
I'm pretty sure 99.99% is US-101.
The default people expect and Windows NL (dutch) defaults to is US-101 with
dead-keys.

Sadly I can't confirm/follow up on this, because the only computer I'm
currently running Ubuntu on has a QWERTY keyboard, the other one I
experienced this on now runs OSX again because I needed it to be able to
use a stubborn printer which I couldn't get working under Linux :(
