The bug is not about whether or not Ubuntu has patches, but about
documenting the policy for accepting Ubuntu-only patches. "We patch
mainly bugs that apply only to us" sounds like the gist of that
document, but it should also explain why "mainly", i.e. what the
possible exceptions are.
