I can confirm this still exists in 12.04 64bit running LibreOffice 3.5.4.2.
I'm running a Core i5-2500K with 8Gig RAM and an nVidia GT440.
As a simple test, create a new doc, place a large "smiley" object, zoom in.
Now scroll up / down with (and without) AA enabled to see the difference in
speed.
