Public bug reported:
This is an ongoing bug previously reported for 9.04. The web camera
hotkey Fn+F6 fails to accomplish anything unless the web camera is
already turned on (in some correctly working OS). Additionally the wifi
hotkey Fn + F11 fails to have any effect on the bluetooth led. Both of
these are regressions from 8.10 where it seems as though all the hotkeys
work properly. I am willing to carry out any and all experiments to fix
this, but there seems to be little interest in these regressions.
