I've been struggling with this bug as well, for me it started with
updates I installed on 3rd sept even though I had no problems like this
in karmic earlier (at this point I installed updates from about two
weeks back though). It affects all network apps (not just browsers). I

What I was seeing what 20-40 seconds page loads for certain webpages,
when I set network.dns.disableIPv6 to true most pages loads with 1-3
seconds.
