I can also confirm I'm seeing this on two different machines. It was
correctly shutting down, only pausing at this message for a short time
before returning ["Failed]" up until yesterday.(I've been running
apt-get upgrade daily.)

I can confirm that. Shutdown hangs with message: "Checking for running
unattended-upgrades: * Asking all remaining processes to terminate".
Running "sudo dpkg-reconfigure unattended-upgrades" and selecting "no"
doesn't fix the problem.
