I don't think this is a packaging issue. The kde-l10n-ca tarball you
shipped for KDE 4.3.0 does not appear to contain this sound theme.

I'm only a translator, and not very aware of (nor involved on) the
details of the releasing procedure.
I did the first commit of ca.soundtheme on july 31rd, 4 days before the
release of KDE 4.3.0. Then I did some updates in mid-august, after the
release. I expected at least the first commit to be
Oh, it's not a problem at all. I know we've caused several l10n issues for KDE
in the past ourselves, so it would not be out of the realm of possibility to
expect that we had made an error...
From what it looks like, translations were initially done in playground and
then moved into the stable
