I can not reproduce the problem.
On my system, both Software Center and gnome-apps-install have the
categories translated.

This only happens if the user running gnome-app-install has a different
locale than the user running update-app-install (usually root), as the
localized names are cached. Try running update-app-install with the
locale you want and the names should be translated. This issue is known
for some time al

I can reproduce this problem here, but I don't know how to get these
strings marked as candidates for translation. The only place they
appear in the g-a-i source is test/data/desktop/applications.menu.
