Issue:

The 'date' command yields the correct date if no TZ env is set.
$ date
Sun Sep  6 12:41:02 PDT 2009

Once TZ is set 'date' always returns UTC time
$ TZ=PDT date
Sun Sep  6 19:41:59 PDT 2009
$ TZ=NZST date
Sun Sep  6 19:41:59 NZST 2009
$ TZ=linux date
Sun Sep  6 19:41:59 linux 2009
