toolchain-base source package (and others) in maverick.

it is unrelated to the gcc-4.4 package. If you do want to do this,
please package this without duplicating the sources. There are binary
packages binutils-source, glibc-source and gcc-4.4-source which you can
use a build dependencies, plus gcc-4.4-source includes some rules files
and patches so
I suppose it should be a new cross-compiler package, analogically e.g.
to mingw32. May be, the gcc package itself could deal with it.

I'm going to mark it as gcc, just so someone related to gcc can look at
this so it doesn't languish in Ubuntu new bugs forever. Hopefully
someone who knows this area can show some interest in this and get the
process of packaging rolling.
