Confirmed on my karmic install from an upgrade from 9.04 -> 9.10. Both
the package in the repository and the package from ppa do not work.

I too have this problem. Both with the karmic version and the deluge PPA
version. I tried clearing my config, and I think that fixed it once, but
know it's freezing again. Reinstalling made it work, but only if I run
it from the command line, like so:
deluge --ui=gtk
I believe it's a python issue

could you please test deluge with debug output?
Which version of libtorrent-rasterbar is currently installed in your
system?
Do you use packages from official karmic repositories?
